That's what's holding back black communities.

You mention public school funding, but there's a racial performance gap in every school (Asians > Whites > Hispanics > Blacks).

You mention incarceration rates, but blacks commit crimes at a disproportionately high rate.

If blacks stopped having illegitimate children at extremely high rates, that would be a good starting point. Then they should stop voting Democrat, because it hasn't worked out so well for them. That's really what "coincides" with all the problems you mentioned.
