Nothing is truly free.

Again, there are places to cut that could be reallocated to other areas.

Giving black entrepreneurs lower interest rates or no interest government backed loans will give them an edge on their white counterparts while still making having them responsible for paying back their loan. Free housing could be made better by having it paid for with interest free loans or rent to own.
