Problems.

I firmly believe if you gave lower class people thousands of dollars most of them will remain poor with more stuff.

But I also believe their are ways of pulling groups out of poverty, one of which is education. Getting them educated without incurring a debt would be a huge leg up for the black people who want to do it.

I also believe it will build white resentment who are mad they got free college because they are black and not on any other merits.
