There's nothing valid about his point.
He claims Illinois is a top job/program but where have they been since the Bill Self era? Mizzou has had more success than they have in the past 10 years.
In the 15 year time frame you're focusing on, 3 of of those years ended with a top 10 ranking or an Elite 8 appearance. Try to find out how many programs can claim that since 2002.
Overall, above .500 in conference play is above-average, not "above-mediocre" as you described it.
Even despite the coaching turnover and bad hires, we have managed to be an above-average program overall.
This is a top 20-25 job with lots of potential and if we hire a good coach we will have seasons like 2008-2009 and 2011-2012 on a regular basis.
