The government(s) down own the land that roads are built on (unless the roads are going through federal/state/local land.)
Roads are constructed under easement - if the government ceases to exist, the easement goes away. The landowner still (CURRENTLY) owns the land under the road. At the cessation of the government, the road would be the property of the landowner (who already owns the land underneath the road.)
Did you know that land owners pay property tax on the land underneath roads?
