does that mean?

"How would you like to attempt driving across I-70, for example and have to stop & negotiate with every land owner across the state? What happens when one doesn't like the way you look or act & simply won't let you cross his property (you have to turn back & go home)?"

Since consumers would not like stopping to pay tolls, producers of roads could use technology to create ways for autopay with use. Wow, what a mindblowing concept.
