as an organized scheme to commit mass theft, so it should be simply forgotten or "wiped clean", if you want to use those terms.

It has nothing to do with being alive or not alive when the debt was incurred. It has everything to do with the fact that it sustains itself by mass theft from involuntary third parties (i.e. taxpayers).
