the benefits of using govt. to influence a production facility to operate at higher costs than elsewhere. The exercise is about looking at the unintended and greater consequences versus the "seen" 1,000 jobs "saved".

The exercise is not to determine whether Carrier/UTX made the right business move in light of all the circumstances facing them.

"The govt buys from UTX, you want the US to be unlike any other market player and not leverage their buying power?"
