Again Sagarin would beg to differ; in 2019 here are a few that were top 75 teams from major conferences with 16 or less wins;
Penn St #46 , 14 wins
Butler #60, 16 wins
Miami # 62, 14 wins
South Carolina, #65 , 15 wins,
Oklahoma State, # 66, 12 wins
West Virginia , #74, 15 wins
Again not saying these are good teams, but certainly sagarin and other rating services didn't see them as "DREADFUL". Often these are either young and/or rebuilding teams, ones that have injury issues etc.
You can use whatever term you like to describe them, but dreadful isn't even close to consistent with where they rank on national scales.
