maimed people won't really help the victims.

Indigent people without insurance won't even be able to partially reimburse the people for the potentially catastrophic losses they may have incurred because of the drunk driver's stupidity.

Taking him off the road, or scaring him enough to stay off the road while drunk because of fear of a DWI prevents many of these horrific tragedies, which is far better than putting someone in jail for the carnage after the fact.
