cities have an interest in not allowing drunk drivers hauling hazardous waste through the city? or letting a drunk pilot fly an airliner?

Penalties after the fact really don't cut it. I've seen too many people's lives turned upside down by drivers who have injured them or killed relatives and have no insurance and no means of paying them for the sometimes catastrophic financial bills that ensue.
