lobby for a 1 mph limit. There is a balance between the inconvenience imposed upon the drivers vs the damage and injuries that would occur without the laws that would cause that inconvenience.

Society as a whole theoretically estimates where that ideal balance would be, though it does so through representatives & the societal influence can ebb & flow & the balance point may or may not be close to where it ideally should be... but setting limits is better than not setting limits, even if the limits and the methods we arrived at those limits are imperfect.
