Second of all, unlike a contract, you will pay for the state's maintenance of the roads whether you use them or not or whether you apply for a driver's license or not.
Third of all, unlike a contract, the rules of the road can change at any time without any further consideration given.
Fourth of all, unlike a contract, the state enforces its arbitrarily made and changed rules by threat of force, incarceration, and punitive fines.
Fifth of all, no one signs a document that says "agreeing to follow the rules/laws of the road under prescribed penalties/liquidated damages for violating the contract.". But I can see why you would want to sneak that word in there.
