before someone gets hurt. If I am randomly firing a gun out my front every day my being held accountable does not really do much for the guy I eventually shot in the head.

In my younger days I got a DWI. I never hurt anyone and the cop who cited me told me he would have never pulled me over if it was not a checkpoint. I have serious issues with checkpoints but that ticket made me reevaluate my behavior before I made a mistake where someone did get hurt. It stopped my behavior before it escalated to the point of someone being harmed.
