Tragedies avoided because people did not drive drunk, or

were taken off the road because they did drive drunk.

Surely you don't think that drunk driving laws have no effect upon the number or severity of accidents, do you?

I remember when a number of states lowered the drinking age to 18, and the number of accidents went up significantly. In fact they went up enough that most of the states raised the drinking ages back up to 21.

Not all 18 year olds got drunk when the age limits were lowered and even fewer drove while drunk, and fewer yet were in accidents while drunk and even some of those were not at fault in the accidents...

but raising the drinking age to 21 resulted in a significant drop in the number of people killed or maimed in traffic accidents.

Do you agree or disagree with that last statement?
