there is wording in the 14th amend that is open to interpretation.

You can argue that anyone on US soil is under US jurisdiction but that is obviously not true because we know that there are exceptions.

What exactly does 'under jurisdiction' mean? I don't think anyone is arguing that foreign citizens here legally are not. But people who are here actively avoiding US authority are a much murkier question.
