"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

What are the thoughts on "subject to the jurisdiction thereof." Is the child of an illegal who hops the border and drops a baby in the first 5 minutes on US soil "subject to the jurisdiction therof"?
