When you enter another country, show them your passport or visa you are declaring your presence and submitting to their jurisdiction.

Years ago before the world went crazy crossing into Canada only required a mountie sticking his head in your window and asking if you had anything to declare. Again submitting to Canadian jurisdiction.

Sneaking across a border is NOT submitting to their jurisdiction. Again, that is the whole purpose of their avoiding authority when they are here illegally, they are avoiding US jurisdiction.
