I've even seen this play out in Europe when I was traveling there. Others I knew were under suspicion by authorities who were then angry that the group were Americans who could be detained but could not be run through their legal system fully due to jurisdictional issues.

That's why ICE is (supposed to be) involved with all the illegals when they are arrested. Exactly the same reasons.
