throughout the system? If the problem actually was with the police then you should see the same problems in the burbs, small towns and rural communities. But you don’t.

If a police force is struggling with issues of public distrust, brutality and high crime rates it has one distinguishing feature. The clientele it serves. That may be very un-PC to state but as every 12-step program will tell you it is impossible to fix a problem if you refuse to identify that problem.
