existing laws that criminalize victimless behavior.

Then police officers need to revert to being peace officers, where they are charged with keeping the peace and solving crimes with actual victims; rather than pestering people for all sorts of non-violent, non-criminal behavior.

It would take years possibly decades to undo the loss of trust with police officers, but a more sensible approach is the first step.
