The article states that the IG found Steele's information to be "sufficiently credible" to continue its (the IG's) investigation.
My question to you: If the IG found Steele's information to be "sufficiently credible" (or to have any level of credibility) - why would the FBI have not found some level of credibility (in 2016) - to pursue further investigation of Steele's information (as the IG is now "investigating further")?
