it was reported in early June that Steele would meet with the IG.

Steele acknowledge that he was unable to verify some of the information contained in his report - that's what his Dossier was (an intelligence report.) Some of the information he was able to verify, some he was not (and he noted the info he was unable to verify - such as the pee tape.)
