it said nothing about the information he provided the FBI or IC. Steele could have flat out told the IG he verified none of the information, which would requite Horowitz to go back and re-interview other witnesses. The fact is, we have no idea what Steele told Horowitz. However, this isn't even a new story, it's been known for a while that Steele agreeing to cooperate would delay the IG report.
