credible" for the IG to continue it's investigation (if the info had not been "credible", one would assume that the IG would be wrapping up its investigation.)
Thus the question - if the IG found Steele's information to be "sufficiently credible", is it not also likely that the FBI would have had a basis for finding Steele's information "sufficiently credible"?
Horowitz isn't just going to "close" his investigation....that's not how bureaucracies work.
