Who is the IC?

The trumptard nation has been blabbering about the IG report for months (wasn't it due out weeks ago - according to leaks)...now the "leaks" are that Steele's information was "sufficiently credible" to continue their investigation...wtf kind of investigating were they doing, if finding credibility in Steele's info causes them to prolong their process?
