Barr is taking a literal reading of the DOJ position. Currently that thinking is:

1) If President obstructs, he can't be prosecuted as a sitting POTUS;

2) Congress is your check & balance - they would need to impeach him, then

3) He can then be prosecuted.

The problem for the Dems is that Congress is so polarized, there's no chance of impeachment.
