Did Trump have the legal authority to hire/fire? Probably so. He's the Chief Executive Officer and he could probably fire anyone in the "company".

Should he fire that person? That is what the subordinates revolted about. If you fire him, there are all sorts of other potential consequences - investigations, impeachment, obstruction charges (following impeachment) that can come into play.
