take it out of the context of this situation.
If a POTUS fired someone to shut down an investigation of himself/herself, that could lead to impeachment and it could clearly be obstruction. Barr is making an unnecessarily broad generalization that may not be anything more than his interpretation.
Of course, right now, he's in a position where his interpretation holds sway. I don't think it's a universal given that he's correct or that it's not subject to a different interpretation by another AG.
