I'm not sure Barr is intentionally carrying water for Trump. It may be that Trump's position just happens to coincide with Barr's interpretation of existing laws/rules. Doesn't mean that Barr's right or that it couldn't be interpreted otherwise by a different AG, but doesn't necessarily mean that he's Trump's Toady either.
