There is no such right. Nations don't have rights. Only individuals have rights.

So what? There's not even a single culture within the United States, or any of its 50 states, or any of the thousands of municipalities for that matter.

(a) No, that is not true. To the extent a collective concept (like a "country") can even succeed, it will succeed based on protection of individual rights and free markets, that's all that is needed. (b) Do poorer "countries" not have a cultural identity?
