That changes in the US laws and tax code since that time have made the US less attractive to the best & brightest & to those most inclined to work the hardest, while simultaneously making it more attractive to those less able and willing to support themselves and to contribute to society.

But that doesn't mean that no immigrants are contributors to our nation from the moment they arrive in our nation.
