I think some/many/most(?) refugees can be a net benefit to society from the get go.

When there was a large flow of European immigrants to the US quite few decades ago there was a lot of lamentation by the Europeans about "the brain drain" of many of their best and brightest to the US. Most perceived the US as the land of opportunity, and the place where the most productive could reap and keep the bulk of the benefits of their labors.

Of course, that has changed with the massive jump in taxation on those with greater wealth and income, and the initiation of the socialistic trend of a welfare "nanny state".

Both of those developments tend to reduce the attraction of the US for the best, the brightest, those most willing to work long and hard, while simultaneously making America more attractive to those with the least skills, resources and lowest work ethic.
