US the leases are usually net leases and therefore the leasee would pay and not the actual owner. For example in the 40 wall street example trump properties would pay for it despite not owning the building. That being said no one here knows the specifics of the leasehold agreement s signed between the port authority that actually owned the WTC and the leaseholder Silverstein. I would bet it was a typical net lease and Silverstein had to carry the insurance this making TLPs statement accurate.
