An amendment won't pass Congress and a call for a constitutional convention with ratification from 34 states isn't likely.
A call for the freeze on federal employees indicates that Trump doesn't understand that the vast majority of work is done by contractors. Cutting employees sounds good nominally, but it will be offset by more contracts.
If you want to truly address spending, it's going to have to involve SS, Medicare, and Defense.
