the only 100% effective solution.

The reasonable solution is to address foreseeable security concerns, make things as safe as possible and then adapt as necessary. We take our shoes off at TSA checkpoints now, that was an adaptation thanks to Richard Reid.

If Carlos wants to be perfectly safe then he can stay at home, watch the parade and pray that God home is not invaded.
