Sure, you can change the location. It will not be a parade any more if at Arrowhead. That was one of the two possible solutions I presented.
You cannot secure a parade route no matter how short so your idea for that is simply ridiculous unless you want to move it to Swope Park or Shawnee Mission Park where you have huge areas with limited access that can be controlled.
Even if you do a ten block parade downtown, which kind of defeats the purpose of a parade, how many access points would there be in that ten blocks? Every street and every store front is a access point, how do you propose controlling every one?
