At some point the cures become worse than the disease. Your solutions would kill the patient. Address the symptoms to the best of your ability and then let the people make a risk/ reward decision.
Thanks to feral youth we have been doing that for years now in KC. Swope Park, Westport, The Plaza, West Bottoms, Downtown. All of those areas of interest in KC present dangers that require people to make a choice about before attending. Bannister and Blue Ridge malls are both gone now because of this. At one time both thrived in KC. Oak Park Mall is on a similar trajectory.
