If you go 56 in a 55 you are breaking the law. But law enforcement knows such a strict interpretation of the law would not lead to greater order. If you jaywalk at 3:00 am on an empty street you are likely breaking the law. But law enforcement knows there is a reason for these laws beyond the strict words of the law. Most sensible people get this and fully support it, In fact, in shows like Andy Griffith people with your view were righty mocked in the person of Barney Fife.
