They zeroed out weeks where the observed deaths fell below expected during those months.
Their previous definition given regarding COVID-19 is excess deaths are the difference between observed deaths and expected deaths over a period of time. Zeroing out weeks changes the numbers.
They only note the definition change at the bottom in a footnote to replacing all negative weeks in the time period with zero.
