if you are trying to determine the number of EXCESS deaths due to COVID. You are really showing your ignorance here.
Excessive deaths are calculated based on number of deaths in excess of the average number of deaths (in this case in a given week during the years 2015-2019). If number of deaths in a given week in 2020 is less than the average above, then there are NO EXCESS DEATHS. So the week is treated as having NO EXCESS DEATHS.
They aren't measuring total number of deaths.
