Several studies have had government intervention in some schools but not in others (the control group).
They had the schools push hard on the exercise theme and had special breaks for exercise for the students and so on.
It turned out that the total physical expenditures for both groups were almost identical. The kids who got in a lot of exercise at school were more sedentary at home. Those who were more sedentary at school were more physically active at home.
None of the studies ever showed the slightest benefit for all of their efforts.
The same has held true for multiple studies on adults. Some can spend a lot of time exercising and still gain a lot of fat.
One anecdotal example is "America's Biggest Losers" program where the participants were given low calorie diets and heavy exercise regimens. They lost a lot of weight for the show, but the participants lamented (not on the show, of course) about how fleeting the weight loss was. They said that there's a reason they never had any one year reunions on the air... it was because they had all put most of the weight back on. In fact, most were back at least where they originally started and some were significantly larger now.
