procedures in place that must be followed.

If an administration wishes to get rid of a bad teacher they simply have to follow a process and document it along the way. Pre-tenure the can let you go for any reason once you have tenure they simply have to follow a process unless it is criminal in which case you can be terminated immediately. Kansas completely eliminated tenure a few years back.

People have no idea what tenure actually means.
