It "worked" for a group of people that would have learned any way you teach them. That's not success.
I know you don't want to hear from people that don't agree with public education, but the problem IS that it is government run and taxpayer funded. If it was the parents paying directly and run privately, they would be more invested in their kids' education and that's when there's success in the classroom (or online).
