And it stands to reason that the most successful programs/coaching staffs have the best recruiting analysts, so if all of those expert analysts (at Bama, Clemson, Ohio State, etc) are offering a certain player then it's logical to assume that player is really talented.
With that said, however, an offer from Bama/Clemson/OSU/etc doesn't automatically boost a recruit to 5-star or even 4-star status. If you look at their classes any given year, they do have some 3-star and sometimes even 2-star recruits.
So, the rating services do look at which schools are offering a recruit but also do their own independent evaluations.
