It's been mostly due to conference perception or strength. Other than his 1st couple years at Missouri State and his initial year at Cal, which were rebuilds, he's had above 500 conference records that could normally get you in the tournament. I remember them being the most controversial omission in the 2012 ncaa tournament his last year at Missouri State. He won the league (mvc) and narrowly lost in the mvc tournament championship game. At Tennessee he went 10-6 (4th), 11-7 (tied for 3rd), 11-7 (4th). In fact one of those 11-7 years they took Mizzou who finished with the same record over Tennessee. The 10-6 year also saw Kentucky and Alabama both 12-6 not make the tournament. He finished tied for 5th at 10-8 his last year at Cal with usc who made the tournament but Cal didn't. I agree that him being stable at Mizzou, along with the sec remaining a strong conference, will help that perception.
