either they chase everything or they chase for violent felonies and/or when exigent circumstances exist.
as an example Independence MO police will chase for anything. KCMO police will only chase under the more restrictive parameters.
car chases are dangerous (but very fun :) ) but just anecdotally i don't feel like Independence gets in accidents at any higher rate. i dont have figures on hand to prove this but i think i'm on point based on my experience.
i can't find the study but LA county examinded chases one time and it was something like 70% of the motorists they chased ended up being charged for a felony other than the felony eluding. maybe it was even higher than 70% now that i think about it. i just recall it being a lot. so more often than not they are running for some reason unrelated to just running for the hell of it or b/c they got scared or something.
in theory the more restrictive parameters keeps your agency out of lawsuits. in my experience cops are cops and its very difficult to tell them not to chase. they will disregard chasing but sort of follow the bad guy or a lot of times it happens that you do stop and the bad guy ends up circling around in their attempt to elude and crosses paths with you anyway. and when bad things happen under those circumstances you are out of policy. so even though you're well within state policy you are violating your agency's policy and set yourself up for lawsuits.
also as a consequence bad guys often know the rules too. and there are cars that get chased briefly every night. it's a cat and mouse game and in my opinion is more dangerous than just chasing him once and catching him instead of doing it every night for short periods of time.
as a side note, meatiger doesn't have any idea what he's talking about.
we have been through this over and over. but the police are and have always been a paramilitary organization. their uniforms and weapons have always mimicked that of the military. and as the suspect's firepower has increased so has the need for the police to protect themselves.
most officers still carry just a pistol like they always have. you're literally *****ing about things that "look" a certain way that are designed to protect the officer or make their job easier or more comfortable.
