bad things can happen (and seem to be on a more recurring basis) when a chase ensues. If no obvious crime was committed, why chase him. If you are trying to apprehend someone due to them either being wanted or you observed him committing a crime, then chase him.
I think one of the biggest problems we have is a police force that looks more like a military force...a shoot first mentality. We also have a police force that racially profiles, and certainly evidence (and even the supporters of stop and frisk) that they are going out of their way to profile.
Additionally, we are I think moving into an anti-authority movement where authority (for many good reasons) is mis-trusted, so the flight ensues on more.
