If an ensuing chase vastly increases the chances of property damage, personal injury, or death, is it worth doing over a bad check, simple traffic violation, etc. There is nothing wrong also with starting a chase and then realizing the odds of danger are going to escalate and then calling it off.

Train the officers to maybe have a little common sense and act like policemen, not soldiers
