warrant, or an eyewitness or the cop saw the crime, etc.

where do you draw the line on what type of crime merits a chase? I mean, at some point, if the cops cannot chase or apprehend (kidnap if it makes pickle happy) a person, what good is having the law?

I mean, if I have committed check fraud but I just keep running out my back door for years when the cops come, what's the point?
